Placement Range DOE: $60,634.00 to $69,296.00 (grade 121)

JOB SUMMARY:

The Construction Supervisor will ensure that all remodeling projects and all new educational facility construction is consistent with the District’s standards of efficiency, safety, economy, and quality.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Additional duties may be assigned.

  • Prepares RFPs and bid specifications for remodeling and new construction projects.
  • Makes recommendations to architect and school district teams concerning building design and construction.
  • Assists in planning for all remodeling and new construction by participating in preconstruction planning conferences.
  • Coordinates required inspections and related engineering programs with public agencies.
  • Supervises inspection of building construction and capital project work.
  • Visits all construction projects, at least twice per week, to assure that plans, specifications, codes, and regulations are being observed and followed.
  • Supervises a quality-control program for materials used in new construction and remodeling.
  • Reviews and approves payment for bills submitted by building contractors, testing laboratories, consulting engineers, and surveying firms.
  • Investigates reports of faulty workmanship or materials in new construction and remodeling and takes appropriate action under the terms of the guarantee.
  • Maintains liaison with governmental agencies having jurisdiction over, or proving services to school buildings.
  • Makes recommendations on time extension requests, assessment of liquidated damages and reviews color schemes submitted by contract architects and contractors.
  • Investigates and makes recommendations concerning street utility improvements adjoining school property.
  • Maintains necessary records and prepares periodic reports.
  • Recommends any project change orders to the Director of Plant Services.
  • Assists in locating and/or preparing temporary, alternate sites for the instruction of children during construction.
  • Directs site demolition and preparation projects prior to commencement of remodeling or new construction.
  • Recommends acceptance of completion reports and acceptance of remodeling and/or new construction.
  • Supervises and approves substantial completion and acceptance of warranty work by contractors.
  • Keeps minutes of meetings and completes correspondence related to assigned projects.
  • Provides cost estimates of contemplated work.
  • Provides specialized reports regarding district facilities as requested.
  • Exercises considerable judgment regarding student/employee safety.

SUPERVISORY RESPONSIBILITIES:

Supervises assigned staff and capital projects when using an outside contractor.

QUALIFICATIONS AND REQUIREMENTS:

EDUCATION AND/OR EXPERIENCE:

  • B.S. in related field preferred
  • High school diploma/GED required
  • One year of specialized or technical training in construction work and blueprint reading and five years of facilities or construction inspector experience;
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

LANGUAGE SKILLS:

  • Ability to prepare detailed and complex reports.
  • Ability to effectively present information and respond to questions from administrators, staff and the general public.
  • Ability to prepare business correspondence.
  • Ability to prepare minutes from meetings.

MATHEMATICAL SKILLS:

  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of blueprint and drafting terminology.
  • Knowledge of city, state, and federal building codes.
  • Knowledge of capital project expenditures.
  • Skill in reading and understanding blueprints and schematics.
  • Skill in working with contractors, architects, engineers, and other related consultants.
  • Skill in costing capital project estimates.
  • Skill in communication, and interpersonal skills as applied to interaction with co-workers, supervisor, the general public, etc., sufficient to exchange or convey information and to receive work direction.
  • Knowledge of construction contract administration.
  • Knowledge of construction materials and methods.

REASONING ABILITY:

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

OTHER SKILLS AND ABILITIES:

  • Ability to accurately perform assigned tasks.
  • Ability to apply District policies, rules, regulations and practices to a variety of construction related issues.
  • Ability to communicate and promote harmonious working relationships with staff and outside business representatives.
  • Possesses excellent oral and written communication skills and interpersonal relationship skills.
  • Ability to use computer to accomplish spreadsheet, database and word processing applications.
  • Ability to manage multiple projects simultaneously and effectively.

 

PHYSICAL ACTIVITIES/REQUIREMENTS:

  • Stooping, reaching, standing, walking, lifting, pulling, pushing, manual handling, grasping, talking, hearing, seeing and repetitive motions.
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.
